The City Manager, or designated representative, is authorized to declare a snow emergency
an emergency exists in the City or in a section or sections thereof because of snow,
freezing rain, sleet, snow drifts or other natural phenomenon which creates or is
likely to create hazardous road conditions or impede the free movement of fire, health,
police, emergency or other vehicular traffic or otherwise endanger the safety and
welfare of the community and shall remain in effect until the snow has been plowed
to the curb lines or removed from the street.
